Who Owns This Stony Meteorite?

A guy finds a meteorite in Australia, gets a couple friends to load it onto his vehicle, and then has the police calling on him to hand it over. Does he own it under the principle of “finders keepers”, does it belong to the owner of the land where it was found, does it belong to the government, or can the guys who lifted it from the ground claim ownership?
